(All this can be found on my characters backstory. Btw this was OOCly arranged to happen) Makarus was attacked by the Desert Ranger known as Adam, outside the gas station. He was shot in the stomach, and through his spine, disabling him for life. After being disabled, Adam proceeded to attempt to torture him by dunking his head in a waste bucket to nearly drown him repeatedly. The waste bucket had the following inside it: Extreme rads, chemicles, and waste FEV thrown out by the Enclave (Waste FEV= Incorrect effect on subjects). All of the 3 seeped into his skull by burning through small holes, to get direct contact to the brain.

Makarus will be able to do /rolls (Or P2L) to read the manipulate the minds of people around him. The area of effect is very small (Only 10-20 yards). Many characters will be able to counter this.

Due to the brain mutation, Makarus's head will slowly gain size, and will eventually break his neck unless a custom chair is given to him.
]What do you plan to do with these perks/defects and the authorization?]:
Makarus is now disabled, and cannot do anymore physical combat. The reason I had him disabled completely was to do more talking scenes that involve in depth conversation, and emotion provoking encounters with those who talks to, instead of the average: Ranger go around and kill everyone badass rp full kevlar can never die roleplay.
